Attached is a proposal from Dr. John Pierce, Dean of Arts, for the establishment
of a Centre d'études francophones Quebec-Pacifique.
The Governing Committee for Centres and Institutes recommends that the
Centre be granted approval by SCUP. Once approved by SCUP, the proposal is to be
forwarded to Senate, followed by submission to the Board of Governors.

Centre from the Department of French. As you know this has been
operating unofficially as a Centre and in my view quite effectively. The
Department is very supportive of the creation of the Centre. I have
earmarked a small amount of money for start-up. I am very supportive of
this initiative.

A.
Statement of purpose
The
Centre d'études francophones Québec-Pacifique
has the
mandate to promote the study of French and French Canadian
language, literatures, linguistics, and cultures in the
Pacific Region.
B. Administration
The
Centre d'études francophones Québec-Pacifique
shall be
governed in- accordance, with University policies including
R.40.01 (Centres and Institutes). If this document and

University differ on any issue, University policy shall
prevail.
The
Centre d'études francophones Québec-Pacifique is
a
Schedule A Centre and comes under the direct authority of the
Dean of Arts.

C. Appointment of a Director
The Director of the Centre is the Chair of the Department of
French, or a Faculty member of the Department of French
appointed by the Chair of the Department of French. The term
of office is of two years, renewable.
D. Associate Members
Department of French Faculty members, Language or Laboratory
instructors, graduate students, and interested SFU Faculty
members can apply to become members of the Centre d'études
francophones Québec-Pacifique.

E. Internal governing procedure
The Centre shall hold two types of meetings.
a)General meeting of the
associate
members of the Centre.
The Director of the Centre is the Chair of the General
Meeting.
Participation the Chair of the Department of French,
associate members of the Centre, & one associate student
members representative. All with voice and vote.
Frequency : one to two times a year.
b) Steering Committee of the Centre meetings.
The Steering Committee is chaired by the Director of
the Centre.
Participation The Steering Committee is composed of
the Director of the Centre d'études francophones Québec-
Pacifique, of the Chair of the Department of French (or
his/her representative), of associate members from the
Department of French, of one graduate or undergraduate
student from the Department of French, of one Faculty member
from outside the Department of French (whose specialization
is either French or French Canadian language, literatures,
linguistics, history or culture), of one Faculty member from
the Département d'études francaises of the Université de
Montréal, of one representative from the Government of Québec
Secretariat aux affaires intergouvernementales canadiennes.
Further representatives from the Community can be asked to
become members of the Steering Committee by the Director.
Frequency : once a year.

Rationale
The
Centre d'études francophones Québec-Pacifique
has
the mandate to gather information, carry on research and
disseminate its results about French Canadian and French
literatures, cultures, and language of the Pacific Region.
The Centre will maintain a documentation centre, and will
also act as a liaison between the
Centre d'études québécoises
(CETUQ) of the Université de Montréal and the Pacific Region.
• Two French Research Centres already exist in Western
Canada, one in Manitoba, and the other at the Faculté Saint-
Jean in Edmonton, but we believe that our Centre will promote
the distinct culture of French speakers of British Columbia
and of the Pacific Rim. Moreoever, our Centre will conduct
interdisciplinary research in literature, socio-linguistics,
cinema, and culture, areas in which our Department has
established its leadership over the past decades.

The Centre will also play an important role for the
French speaking community in British Columbia, as it will be
the first University Research Centre to study and promote the
Contributions of the Francophone community in British
Columbia society. The Centre for Francophone studies might
play a leading role in the creation of a postsecondary
program in French in B.C.

Centre can and will contribute to the advancement of research
and how it will benefit the University and the francophone
communities.

spectrum of research grants and attract funding coming from

the Québec Government and in partnership with the Université

Québec Universities and partners, and SFU.

the Centre will play a major role in the creation of

Here is the Library Report regarding the proposed Centre d'Etudes Francophones Quebec-Pacifique.
I've read over the proposal for the Centre d'Etudes Francophones Quebec-Pacifique and I am satisfied
that the Library can support this Centre. However, there is one issue that concerns me which requires
follow-up discussion between the Library and the Department of French.
In Section H, point b, the proposal states that the Centre will promote "access to bibliographical and
linguistic data about French language, literatures, and cultures of the Pacific Region." It's been our
understanding that the Centre would have a small collection of materials, but that it would likely be
limited to donations of newspapers, manuscripts and/or local history type of information. However, in
reviewing the courses for the revised French MA program, all of the bibliographies attached to the new
course proposals stated, "Those books not in the library are available from the Centre d'Etudes
Francophones Quebec-Pacifique."
The main cause of concern regards the creation of another "library" on campus that is outside of the
established SFU Library system. It does not appear as though the Centre d'Etudes Francophones
Quebec-Pacifique is duplicating the collection at the SFU Library but it does seem as though they are
establishing a bibliographic centre that will have more than archival research materials.
The Library is aware that there are reading rooms in various departments around campus. But these
tend to be filled with issues from personal subscription journals that are made available to other
members of the department. There is no attempt to house a branch library in these departments. I am
also hoping this is the case with the Centre d'Etudes Francophones Quebec-Pacifique. I raise this issue
as one of concern and do not believe it should hold up the process of the establishment of this centre.
There are no other outstanding issues at this point but as with all Centres there may be future hiring of
faculty with specific interests outside the current scope of the proposed Centre d'Etudes Francophones
Quebec-Pacifique. When hiring such individuals it would do well to compare the compatibility of their
research interests with existing Library resources. If a mismatch is determined and new resources are

required, payment for new books, journals or databases would have to come out of the existing library
• materials budgets assigned to French.
This is a general concern regarding new hires and not specific to the Centre d'Etudes Francophones
Quebec-Pacifique.
