BUSINESS ARISING FROM THE MINUTES
Referring to an inquiry under Item 3, page 2, of the previous meeting, Senate
was advised that students already in a program were grandparented as far as
changes to program regulations were concerned but were not grandparented
with respect to other revisions such as enrolment limitations. In reply to an
inquiry as to whether or not this ruling was a matter of interpretation or in fact
codified, Senate was advised that both rulings are covered by Senate motions;
one in 1973 dealing with program changes, and the other in 1983 dealing with
the current statement in the Calendar.

The Chair reported that confirmation of the 1993/94 operating budget had not yet
been received.

a) SENATE COMMITTEE ON ACADEMIC PLANNING

Paper S.93-13 - Undergraduate Enrolment Targets 1993/94
Moved by J. Munro, seconded by S. Wade
#1 "that Senate approve and recommend to the Board that the
1993/94 undergraduate enrolment target be 156 FTE above the
1992/93 undergraduate enrolment as outlined in Dr. Wattamaniuk's
memo of 25 January 1993"
#2 "that Senate approve and recommend to the Board the admission
targets for 1993/94 as outlined in Dr. Wattamaniuk's memo of 25
January 1993"
#3 "that Senate approve and recommend to the Board the admission
targets by admission category for Fall, 1993 and Spring, 1994 as
outlined in Dr. Wattamaniuk's memo of 25 January 1993, and
further, that SCAP be delegated authority to adjust these targets
based on the enrolment experience in the Summer, 1993 and Fall,
1993 semesters, consistent with the University's overall enrolment
target"

. In response to a concern that funding was not yet assured for the proposed
enrolment targets, Senate was advised that if funding for enrolment growth was
not received adjustments would be made to ensure that enrolment does not
exceed the funded target. Opinion was expressed that the proposal treated
students as a fundraising mechanism and dissatisfaction was expressed with
respect to the presentation of the motions before Senate in this way. A further
concern was expressed that funding for enrolment growth does not fullycover the
cost of the additional students in that separate capital funds for the space
required to accommodate these students is never forthcoming, and this becomes
an ever increasing concern year after year. It was noted that regardless of
whether or not additional students are accepted, the costs of operating the new
South Science Building and West Mall Complex will have to be met in 1993/94.
Question was called, and a vote taken.

b) SENATE GRADUATE STUDIES COMMITTEE
In response to an inquiry about the extent of the reduction in graduate
financial aid as mentioned on page two of B. Clayman's memorandum, Senate
was advised that approximately $250,000 or 12% of the budget for graduate
fellowship funding was cut in the 1992/93 budget.

Admission from Emily Carr College of Art and Design
N. Heath, Director of Admissions and Liaison, was in attendance in order to
respond to questions.
Moved by J. Osborne, seconded by S. Wade
"that approval be given to the following policy on admission of students to
the University from the Emily Carr College of Art and Design:
Applicants from the Emily Carr College of Art and Design shall be subject
to the same rules and procedures that govern admission and transfer
credit from Community Colleges in B.C., namely
1)
they shall offer a minimum of 30 semester hours of transferable credit
2)
they shall have a minimum admission GPA of 2.00, calculated on
transferable courses
3)
they shall receive transfer credit for all courses passed, which have
been articulated for transfer credit and duly recorded as transferable by
the Registrar
4)
they shall be included within the B.C. College transfer applicant
category for the purposes of enrolment management"
It was noted that students from Community Colleges are currently required to
have higher
GPA's
than the minimum requirement of 2.00 and inquiry was made
as to whether the same requirement would also apply to admissions from Emily

Carr College of Art and Design. Senate received confirmation that the intent of
the regulation was the same in all instances.

Paper S.93-16 - SUAB Annual Report - For Information
N. Heath, Director of Admissions and Liaison, was in attendance in order to
respond to questions. The Annual Report of the Senate Undergraduate
Admissions Board was presented to Senate for information.

N. Heath, Director of Admissions and Liaison, was in attendance in order to
respond to questions. Concern was expressed about what was felt to be the high
number of requests for retroactive withdrawal and selective retroactive
withdrawal. N. Heath provided Senate with brief information as to the kind of
circumstances given consideration by SAB and pointed out that as the figures
indicate general withdrawals are much more common than selective withdrawals.
